I have examined the accompanying Ordinance, onʼitled
An Ordinance to provide for the Transfer to the Goverment
of Hongkong of the Widows' and Orphans' Pension Fund and of
the Management and Control of the Pensions of Widows and
Orphans and to consolidate the lows in relation thereto
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions
The object of this Ordinance is set forth in its preamble.
It was passed under the directions of the Secretary of State
as conveyed in Lord Elgin's despatch No.275 of the 28th of December
1907.
The Ordinance consolidates the Laws hitherto in force and
incorporates the necessary amendments.
